In the short run, storage is primarily needed for balancing services and to a smaller degree for limited energy arbitrage.

However, the fact that there is not a comprehensive regulatory framework for PPAs, coupled with the heavy reliance on subsidies, has not created fruitful conditions for the development of the Greek PPA market.
